PROPOSED RESOLUTION TO AMEND LOCAL 802 BYLAWS
The Complete Allegro Archive

WHEREAS, for generations, the official Journal, Allegro, has recorded the professional life of the Local and its members: wage scales, official notices, meeting minutes, election results, articles, letters, and the obituaries of colleagues, and under Article IV, Section 6 of these Bylaws the Journal is legal notice of its contents to every member; and
WHEREAS, in print, each issue of the Journal was a single, complete, dated document that any member could keep and refer to years later, and members who read the Journal in digital form should have the same access to a complete issue that is easy to download, save, and find in one place; and
WHEREAS, electronic publication now enables the Local, at little cost, to provide every member with free and permanent access to every issue of the Journal, including its historical back issues, organized the way publishers and libraries organize periodicals: as fixed, dated, citable issues; and
WHEREAS, a complete and permanent public archive of Allegro would serve members by preserving more than a century of the Local’s history in the medium its members now use, and such an archive can be built from records the Local already holds;
NOW, THEREFORE, BE IT RESOLVED, that the Bylaws of the Associated Musicians of Greater New York, Local 802, American Federation of Musicians, be amended as follows:
- Article IV, Section 6 is amended by designating the existing text as subsection (a):
Section 6. (a) The official Journal shall be considered a legal notice of its contents to all members and no further notice need be given to any member of the contents of such Journal.
and new subsections (b) through (g) are added [new text – inserted in full:]
(b) Issue of Record. Each issue of the official Journal shall be published as a single, complete, page-numbered electronic document (the “Issue of Record”), in an open format suitable for downloading, saving, and printing, such as Portable Document Format (PDF), containing the complete contents of the issue as published, including every item these Bylaws require to be published in the official Journal and the official notices, reports, and minutes of the Local published or posted since the preceding issue. Publication of an item elsewhere shall supplement, but shall not substitute for, its inclusion in an Issue of Record. Each Issue of Record shall be identified as provided in subsection (d). For purposes of this Section, the date of publication of an issue is the earliest date on which the issue was distributed, posted, or announced to the membership, whether by electronic mail or otherwise. References in this Section to an issue as published are to the issue as of its date of publication.
(c) Availability. Each Issue of Record shall be posted on the Local’s own website, free of charge and without login, registration, or payment, no later than the date the issue is distributed to members, and shall remain posted permanently.
(d) Identification and Citation. Each Issue of Record shall bear on its face the name of the Journal, its month and year, its date of publication, its volume and number, and page numbers, and each item within it shall show its title, its author where applicable, and its date of publication, so that any item may be located by issue and page. An Issue of Record assembled from earlier files, postings, or print copies shall also state the source and date of the material from which it was assembled; that statement, and any identification required by this subsection that does not appear in the issue as published, shall be given on a cover page accompanying the issue or in the archive index, with the issue itself reproduced as published.
(e) The Archive. The Local shall maintain on its website a permanent, complete, chronologically ordered public archive of the Issues of Record, each at a stable and persistent address. The archive shall include an index of its contents, listing each Issue of Record, numbered consecutively in chronological order, with its month and year, its date of publication, its date of posting to the archive, the minutes and official notices it contains, and, for an issue assembled from earlier material, the source and date of that material. Each Issue of Record shall remain in the archive permanently, as posted, and no issue shall be removed from the archive. A correction shall be made by a dated notice of correction in a subsequent issue; if a corrected edition of an issue is also posted, it shall be labeled and dated as such, and the archive shall retain both editions.
(f) Back Issues. The archive shall include every issue of the official Journal, each archived as that issue was published: issues of the current and the two immediately preceding calendar years, from the issue’s publication files or postings, within ninety (90) days after this subsection takes effect; and all earlier issues, from the print edition or such other copies as can be located, within twenty-four (24) months after this subsection takes effect. To facilitate completion of this archive, the Local may accept copies of past issues from members, libraries, or archives. Each issue of the Journal shall list the issues added to the archive since the preceding issue, until the archive is complete. The publication files, postings, and records of each issue, and of any minutes, reports, or notices to be included in an Issue of Record, shall be retained until they have been archived. This subsection is self-executing, and no further action of the Executive Board or of the membership is required to give it effect.
(g) Administration. The Recording Vice-President shall publish each Issue of Record and maintain the archive and its index as provided in this Section, consistent with the duties of that office under Article I, Section 2(d) and (f).
AND BE IT FURTHER RESOLVED, that this Resolution shall become effective as provided in Article VIII, Section 3 of the Bylaws, and in any event no later than sixty (60) days after its adoption.

The following resolution was voted on and passed by the Local 802 Executive Board on September 1, 2026. Executive Board members Bove, Goodfriend-Koven, and Kainuma voted in opposition to the resolution.
Resolution on “The Complete Allegro Archive” Bylaw amendment
WHEREAS The currently proposed “The Complete Allegro Archive” October 2026 Bylaw Amendment has been submitted by members Andrew Bove, Diva Goodfriend-Koven, and Morris Kainuma without the consultation of any of the Local 802 staff assigned to deal with Allegro, Information Technology, or archival matters,
WHEREAS there will be an as-yet-unknown cost associated with the retrieval, archival, and permanent data storage of the entire history of the Allegro Journal,
WHEREAS there will be an as-yet-unknown additional burden placed on staff members assigned to tasks relating to the Allegro Journal,
WHEREAS it is unwise and unreasonable to give permanent unfettered public access of Local 802’s entire history of internal communications and affairs to employers and the greater public,
WHEREAS the current delivery system of Allegro is already sufficient notice to membership for official matters,
WHEREAS there has been an AFM-wide directive to modernize systems across Locals as discussed at the AFM Convention,
WHEREAS common practice in all major publications has allowed for correction of errors in the digital age,
WHEREAS the current bylaw amendment is inappropriately placed in Article IV, “Duties of Members”,
WHEREAS a large portion of Local 802’s Allegro archives are in storage and inaccessible for the foreseeable future,
NOW, THEREFORE, BE IT RESOLVED that the Executive Board recommends that this bylaw amendment is referred to a committee, working in consultation with staff members who normally perform or would be assigned to perform the duties related to the tasks discussed therein, which will amend or replace this bylaw amendment to make it functional and reasonably done within the current structure of Local 802’s office.
